Democratic party did not want to raise the sales tax as they thought it would affect their % of votes in next election. Some peopel wanted an increase in thr property tax and that was opposed by republican party. Korcine did not want to release the budget unless it was balanced. Legislators did not think he would shut down the govt. He was firm. anyway people who went on furlough will get paid soon and they get to have a week off.
